The entire system is contained within the EB agency. Its the agency that determines a violation occurred and they employ the prosecutor, judge and jury. Additionally, AL judges aren't actual judges in the judicial sense. They're just attorneys employed by the agencies. Appeals outside the agency to the judicial system are difficult, time consuming and costly. We are much better off without the Chevron doctrine.
