determined by the Majority party. Ever. The most senior member of the GOP on that committee was Kinzinger.

and btw... when 2 Captains are present, the senior member is determined by date of rank. Cheney was not made ranking member by McCarthy, so 'date of rank' takes precedent, and Kinzinger wins that battle.
