The Post Dispatch story does not say he is "under investigation", as you claim. Rather, the story quotes from a news release from the State Auditor's Office, saying his Office will audit the spending of a public body, as is his duty and charge.

Misleading headlines may garner "hits", but falsely reporting "news" is akin to rumor mongering of the worst type.
