for whatever reason. aybe they were told they would get XXXX dollars but later told, oops, we mean half of XXXX dollars. Or maybe they were simply told, sorry, our bad, we really don't actually want you.

At any rate, it is quite fishy, and argues that something slimy is going on over there.

I guess it is also possible that it is something those kids did that the school didn't like, too. Seems unlikely though.
