May as well just automatically register them rather than have them exposed to a felony.
I was already an Army officer when I was called into my commander's office and told I had failed to register for the draft. He handed my the registration form for me to fill out.... Should I have known I was breaking the law for not registering for the draft when I was already in the Army?
