and by and large it governs interpersonal relationships. society, which is the sum total of voluntary interactions, does not decide or determine morality. society has no morals since society is not an individual. culture is a shared group of beliefs, practices, and material.

Libertarianism recognizes natural rights and is based upon natural rights. And while it is not a moral system (it is a philosophy), it mirrors morality in that it is a guide for interpersonal relationships and placing the individual and his natural rights as primary and sacrosanct.
