the problem with the question

is what is private property vs public property.

In a natural cases, all of those scenarios would be private property, and then the rules of the owner would prevail...i.e. a landowner (car owner, jail owner) can tell you not to bring arms onto his property.

The US government has taken claim to so much property that it is all screwed up.
