So it's not impossible, it's happened twice in the last 10

years a team outside the top 10 in payroll won a World Series. The Astro's in 2017 (#17 overall) and KC in 2015 (#13 overall).

The fact that it hasn't happened in the last 7 years makes me wonder how often it will actually happen...i'd say twice in 10 years won't happen often anymore, probably more like a once in every 20 years type of thing when a team has a bunch of young guys get good at the same time like Houston did which it tough to do. Maybe Baltimore is doing it right now.
