Their responsibilities for national policy eliminated and replaced with an oversight or advisory capacity with maybe five or 10% of the current staff.
The department of education is one such position and the responsibilities should be returned to the states. Something very similar for environmental oversight, energy oversight and the EPA. Screw the spotted owl and the snail darter.
The departments of state, justice and defense should probably remain largely intact.
