the first state Declaration
of Rights to use the term "bear arms" was that of Pennsylvania in 1776:
"That the people have a right to bear arms in defense of themselves and the
State." 13
and Virginia:
“That a well regulated militia, composed of the body of the people, trained to arms, is the proper, natural, and safe defense of a free state.”
But the framers did believe that those rights could be regulated:

from those who refused to swear loyalty to the new American government.107 In
