Signing legislation makes it law.
So does not signing it, but signing legislation indicates it won’t be vetoed.
The primary role of a President in legislation is leadership. Setting an agenda, negotiating with Congress to get the legislation written, organizing support, etc.
Major legislation is commonly attributed to the Administration in charge as noted in the examples I gave above.
Does the President accomplish those things personally? No.
Do those things happen without Presidential leadership? Often, No.
Are they generally considered accomplishments of a President? Often, Yes.
