Do you understand buildings?

Could you design a building?

Could you teach someone else to design a building?

No, there are different levels of understanding on any subject.

I’m aware of negative and positive rights.

I haven’t studied philosophy or political theory in depth.

I can’t teach the concepts to someone else.

So, I have a vague but not detailed and certainly not thorough understanding of the topic.
