You can’t. For all you know the USDA inspector is getting skipped some cash to look the other way.

But what your simple mind doesn’t grasp is the US government holds a monopoly.

If people get sick from food that was private third party inspected with a label that indicates such, they could spread news about that third party inspector not being trustworthy and look for products that use a different third party inspector.
