He certainly is vocal in speaking out against power grid issues in other states isn't he. Doesn't Rafael's district run in to San Antonio a bit? It had some effect on that city, hard to believe it didn't impact some in his district. I realize he's in a gerrymandered district and all but I bet he had some constituents without power.
