When inflation goes from 4% one month to 3.5% the next the rate of inflation has gone down. But, with a really big B, the prices still went up. There are two parts to the problem here. First, the talking heads conveniently leave out 'the rate of' which completely changes the meaning. Second, you are right most people would not know the difference anyway.
