NFL had already announced that Rice were to be suspended for the first eight games of the season that suspension would not begin until week one.

He would still attend off-season workouts and pre-season practices. That is the way NFL suspensions work.

That being the case what was the point of the tweet saying he was expected to be at the workouts? Everyone on the roster is expected to be at them unless they have a personal reason for not being there.

Please explain why this message is being reported.
