Stay at 16.

Go to 18,20,24?

18 is a weird number. I'd guess it's 16, 20, or 24. I think they could add 4 and still keep the value per school where we are at (if they add the right 4 schools). If they try to go to 24, then those last 4 schools really won't add enough value to keep the TV deals at their current amount per school.
