the powers that be all along... gin up hatred of the Jews, allow those expressing that hatred freedom to express that hatred, or perhaps even to help fund the protests... then to rile up those disgusted by that hatred and excess to crack down on them with new laws that could be used to quash legitimate freedom of expression in the future.
