military aged men residing in Ukraine's key cities, such as Lvov and Kiev have escaped the attention of the regime's forced conscription gangs. There have been reports that conscription officials routinely accept bribes and that the sons of government officials and other elites are exempted. Meanwhile, those already in the armed forces serve until they are killed or incapacitated. There is no demobilization of veteran soldiers.

Please explain why this message is being reported.
