Some folks see him as an answer to the establishment, others as a grifter, but he was clearly an outsider who didn't play the game the way they do - it's no surprise that he didn't effectively manage it.

Are you suggesting that guys like Tom DeLay and the Bush Neocons didn't back in their day?
