I think "MISD COMM" means missed community service.

It sounds like he had been in trouble previously and didn't complete his punishment of community service. This is no ones fault but his own. If he missed completing community service, or was late paying a speeding ticket, that usually results in a bench warrant. I had a friend pulled over for a driving infraction in high school, and he had a previous ticket that he didn't pay, and the judge issued a bench warrant. He was arrested for the first and only time in his life as a 16 year old. **** happens!
