so you believe that policing, prosecution, and sentencing variation is all under the phrase "law and order".

I have always painted "law and order" to be the strict interpretation and enforcement of the law. "to the letter".

When it is subjective, and has multitudes of enforcement, it is neither following the laws, or maintaining order. It is unpredictable and disorderly.
