I have no doubt the Big12 is targeting ACC schools, but...

the problem for the Big12 is that the ACC schools have to be interested in joining.

A school like Duke would join the Big East before it joins the Big 12... and it will probably have an invite (along with UNC) from both the B1G and SEC.
