training at a regional staff meeting on new rules for interviewing arrivals from south of the border. Field investigators were forbidden from asking Spanish speakers whether they were citizens of the U.S. Didn't matter to me. If a subject couldn't speak English adequately, I didn't take them seriously. If they lied about their identity and legal status, their statement was worthless.
