as an administrator. There were 15 boxes - 1000's of documents of which 31 were top secret, big deal, simple error to make, if you are doing it the way it was done n 1940.
in this day and age to not have all those documents scanned in, collated, sorted, and listed on a spreadsheet with a hot link, is simply lack of knowledge of available simple technology.
AND, (with the exception of 1 document that dealt with nuke capability of some country) he could have declassified ALL those documents prior to leaving office - again - incompetence, but that isn't a felony.
