The question is how should the gray area be resolved? By a review of the notes and intent of those who wrote the document, or by the determinations of a rotating group of different people serving by political appointment?

If it's truly a constitution, then it should be the former. If it's the latter, it's not a constitution; it's just an impediment that can be overcome over time by creative inferences.

Please explain why this message is being reported.
