It's called incrementalism.... they will start with a small amount as now and then continue to up that amount in small numbers until the divide is pretty large. Nobody at this time will care cause it's just a cup of coffee difference but eventually when it's very large everyone will be so conditioned to it as being normal that the systemic racism will just be accepted. And those who do notice how unethical it is will be to scared to speak up.

We are so devolving as a society it's almost funny.
