a civilization based on what they left behind in Europe. They had the benefit of being citizens of Western Civilization and through trial and tribulation they were over time able to recreate that civilization in the new world, and only make it better.
Third-world people make third-world countries. These populations for the most part can't build or create anything.
This reminds me of a book I read about when China starting to recolonize the Congo decades after the Europeans fled. The Chinese were merciless in their criticism of the Congo = they (the Europeans) left you everything, but you couldn't sustain it. Roads, bridges, trains, hospitals, schools, industry. All went to seed after the Europeans left, leaving the locals begging for the Chinese to step in a recreate what they had just a few decades before.
