Congressman was being badgered by a reporter, and after his statement said, "if that makes you feel better". Maybe he was just trying to shut her up.
And unlike what is written by whoever posted that on Twitter, in this clip at least he did not say that he has seen children getting blown up.
This just seems contrived and manufactured to me.
Maybe he meant it exactly like you suggest, I don't know. I don't think you know either.
