but you can "compete at the highest level" without having either of what you mention

example: our football team was really damn good and finished 7th in the country, but accomplished neither. Same goes for the 2007, 2013, and 2014 teams. If you don't think they "competed at the highest level" then I'm not sure this conversation is worth continuing.
