The Republicans are the Washington generals. The team that the Harlem Globetrotters beats every friggin time. That's fine with them, they get paid to play basketball, travel the world, and don't have to think much for a living.
If they started winning or even trying to win, the gravy train would stop. So yeah, there are a lot of people who are perfectly satisfied to come in second in a two horse race, every time.
There is an old joke about Russian reporting on a race between the fastest American sprinter, and the fastest Russian sprinter. The American wins, of course. The Russian headline states in bold letters, "Russian comes in second, American finishes next to last."
