They can claim to want a "clean bill"

One side can say "dead on arrival"

One side can say they tried, but the other side killed the bill

For sure, Trump does not want a bill, because if people can believe that it might have worked (whether it did or not), he will lose an issue.

They may just also be waiting so they can make the emergency look worse. Let the news stories keep going on how bad it is. That might mean they can make government bigger.
