Sure, they lead to price increases in the affected industries and possibly indirectly affected industries, but a general price increase would include the entire gamut of items subject to prices including all goods, services, real estate, land, equities, capital assets, intangible assets etc.
The only thing that leads to persistent rises in GENERAL prices is monetary expansion.
