(or any of them back to about Warren Harding for that matter) would have gone to the Oval Office and sat and stared out the window for the length of their terms.
The President isn't, and was never meant to be, some almost supernatural entity who uses their almost uncountable number of aides, secretaries, agencies and bureaucratic regimes to increasingly micromanage the day to day lives of the citizen.
They all have a phone and a pen. And damn near every time they use either, government gets bigger, gains more power and control and we all get a little less free.
