If the NFL wants to tell NFL teams that they need to have 10% African American employees throughout their organization, so be it.
You can't enforce it only at the top-level of head coaches. There's no way to get that to even out correctly
If you want 10% of head coaches to be black, which 3 teams are you going to force to hire a black head coach if they have another applicant they like better?
