believe personhood starts at conception. Others at birth when the baby is physically separate from the mother. Others when the baby is viable, with modern technology around 23-24 weeks. Others when brain activity is believed to start.

10 states require viability of the fetus for a fetal murder charge. In the past, Illinois requires the fetus be born alive and then have died from injury for a murder charge.
Feticide laws are grounded in the interests of the state, even though they do not confer rights to the fetus. Feticide laws are argued to defend the interests of the state and the woman. Abortion laws stand between the interests of the state and the woman, protecting her interests over the interests of the state.
And feticide is a non consensual act upon the woman, where as abortion should be done with her concent.
