If there are $14B in verified claims, you need to pay for the damage done.
Verification is the responsibility of those making the claim.
One could argue all taxation causes harm. But if you are going to spend money, spending money to help restore businesses that were destroyed seems like a much better spend than other areas. Payments may need to be spread over multiple years or with other means. That would need to be addressed in any proposed plan. But I find it immoral to unilaterally damage businesses through no fault of their own and then simply say, "tought sh*t."
