In 717, new restrictions were imposed against non-Muslims that affected the Jews' status. As a result of the imposition of heavy taxes on agricultural land, many Jews were forced to migrate from rural areas to towns. Social and economic discrimination caused substantial Jewish emigration from Palestine. In addition, Muslim civil wars in the 8th and 9th centuries drove many non-Muslims out of the country, with no evidence of mass conversions except among Samaritans. By the end of the 11th century, the Jewish population of Palestine had declined substantially and lost some of its organizational and religious cohesiveness
