"the right of the people to keep and bear Arms, shall not be infringed" —is the "operative clause."

It is 100% clear that the Framers did not mean that anyone who is not a member of a "well-regulated militia" would have no right to a weapon.

Clearly, your own "natural rights" background would agree that is the case.
