Damn, playing shell teams kind of dampens bowl excitement

had to be a way to stop this from happening.

1) Have bowl games tied to NIL deals
2) Have transfer portal only be open to enter after bowl season.
3) Have NFL draft participation rule. NFL ranks top X players, if you skip your bowl before your Senior year for a reason other then injury you are ineligible to be drafted (that year). Top X draftable players have insurance policy placed on them to protect their interests.

Why would NFL agree to this? They wouldn't. But NFL owners control the stadoums of many bowls. NFL owners see money from bowls. They could put pressure on to make these changes.

Make it an easier decision to play in bowls for players, so the both the fans and players win.
