A total failure.

But they won't give up.

Why should they?

They own everything and control everything.

They decided to reorganize the continents - wiping out certain populations and seeding others.

Now they decide to prune back.

They don't need anyone to agree.

It's more a cat and mouse situation.

They'd prefer to do it skillfully - if possible.

But they'll do it forcefully if necessary.
