why did the Fed have to cut interest rates in 2019 (before COVID).

This is what happens when you try to determine an effect of a singular effect on the economy, and on top of that, it is done with a political angle.

Also, interesting that they are called Trump tax cuts, when, as you have said many times, all taxing and spending is the responsibility of Congress.
