They only test them during tornado season, in areas where tornados happen, once/month (here in KC, it's the first Wednesday of the month maybe March - September).

So following your analogy, did they just tell people to be afraid of some kind of unseen danger, all year round?

Because...that's what I think the point is. And would certainly feed what they desire the most: be afraid, and never stop watching the news.
