If I go in with my friends and steal a couple of shoes then yes I got away with maybe $500 which is most likely a misdemeanor. But the group I was with probably stole thousands of dollars.

Catch them, charge them with felonies and apply RICO statutes on top. These are not shoplifters, they are a criminal enterprise.
