Why not just take all the kids away from all the parents, and let the government raise them since SOME of the parents are not particularly good.
They can start in the ghettos where parental guidance for children is generally limited to one parent who is either on welfare or working three jobs to get the kid a decent life. And yet those parents are heroic and any other parents who don't want their son' testicles surgically removed are trans phobic and are harming their children.
Marxists generally find the extreme and rarest of circumstances and make laws and regulations as if the extreme minority were the overwhelming majority.
Less than half of one percent of all people are transgender. But the entire world must stand on their head and oblige crazy people so their feelings don't get hurt.
Give the kids to the government. They never make mistakes.
