Looking at this video, I think Garcia would be ahead of Horn

mainly because of his game experience.
Horn didn't look great last week. Horn needs more work, but I would have liked to see Horn more aggressive even if he made some wrong decisions. He may be the QB of the future but he doesn't look like it right now.
I wonder how Garcia looked in the spring and fall practices (what we didn't see on the public/media videos). Guessing Garcia just didn't inspire enough confidence on the coaching staff, but who knows.
I'm one who thinks HCED naming Cook the starter is because he believes Cook is the best choice now. Maybe Garcia/Horn improve in practice and take over down the road this season we'll see.
I do think Eli has brought more talent to our QB room than we've had in a while. Definitely a positive.
