It's 4% on an annual basis. Since Co2 persists in the atmosphere, the excess CO2 accumulates and has now accumulated to point where there is about 50% more CO2 in the atmosphere since the industrial era whereas it once was essentially in balance.
And like every period of cooling and warming since the beginning of temperature measurements (and Earth history), the change is dynamic. That's pretty evident from every temperature chart ever produced - it's what you would expect if there is more than one variable acting as an influence on climate.
