2 Express Visas + 2 non express visas entering US after Bush inaugurated = 4

15 hijackers entered the US before Bush was inaugurated
+ 2 hijackers entered the US post Bush inauguration using Clinton era visas
+ 2 hijackers entered the US post Bush inauguration using Bush era Express visas
= 19 hijackers.

The answer is 4.

The answer is 17 (including all the pilots)
