For prices to return to 'prior levels' you have to define a starting point of measurement. However my more general point is prices never return to past historical prices. There is always an incremental rise upward over time. If inflation reached 0% then it would simply normalize to prices remaining in their current state. You would need actual deflation to project returning to lower than current prices.
