for out-of-conference scheduling and filler content for the tv networks.
within the 2 power conferences, 5 team divisions that play each other every year, then play everyone from another division within their conference every year. that's a 9 game conference schedule. non-division foes rotate every year just like the NFL so you face every team in the conference once every 4 years. that's your conference schedule and you can add whoever you want for non-con opponents.
your division record determines division champs, which face off in a 4 team conference playoff then a conf championship. the 2 power conference champions face each other in a national championship. that's your entire playoff format.
